I think you nailed it! I quote

On my one rebuilding team the oldest player on my 35 man roster was 30 years old. My home record was 30-50. My away record was 12-68. I managed every home game like it was the playoffs and got much more out of what little talent I had then the robot did as my road manager. No like of trying here. I was very active. What we need is to develop a measure of activity. Perhaps we could have an owner in each league keep track of teams in that league that are neglected and report them them to the commish. If after a warning from the commish and a reasonable amout of time to address the neglect, if nothing changes the owner loses the the team.
