No not on number of trades
I think it was clear that for trades, you could look at responsiveness - if you are proposed a trade, track how long until it is accepted or rejected.
If the Commish has to reset your lineups because they have too many holes, and you delayed the other team from playing their home games, that's a "penalty".
If the Commish has to adjust your active roster so you have available players to even play, that's a "penalty".
If you have trade offers that are over two weeks old just sitting there un-responded to, that's a "penalty".
You can do things that aren't a matter of style (like making trades or not, or playing your own home games or not) but you can measure things that take up the time of the Commish and Tech and waste the time of fellow owners. I'd include not making your own draft lists a "penalty" as well.
