This is a perfectly legal move in accordance with PB rules and should not be taken as cheating.

Maybe the manager wants to rest his starters for use in a later series. When you scout his roster you have to be prepared for this to happen. If any pitcher has at least 10 BFA, then he can start. Remember, the game will give him extra BFA's and he will recover faster.
