Any new manager can pick up a team that can make the playoffs next year. There is enough teams to choose from that a new manager can look at the list of 100+ teams, find one they like, and compete immediately. All for $10 per month, or about what I spend on gas each day. You can pick up 6 teams for the price of cable, and all 6 could compete immediately.

I play in DMB leagues where the commish is only responsible for one league and guess what, some managers sandbag, some managers aren't active. Sandbagging occurs no matter what. Some managers aren't active. One way around this is we reward player contract money to the top 10 teams, but we have a salary cap and contracts.

No matter what happens you can't solve that problem(to me its not a problem) completely with 1 commish to 24 teams, so how are you going to solve that problem with 1 commish and 500 teams.
