Just curious, what do people think about filling in the most dormant leagues first?

I kind of think the opposite tactic makes more sense - fill in the leagues with one or two holes first and hope they stay stable for awhile - and if it turns out that after you get most of the leagues filled to capacity that some leagues just have too many holes to be viable, contract them.

Better to have 25 strong leagues with 0 or 1 unmanaged teams and start some new ones with those in leagues that get dumped, then 35 leagues each with 3 or 4 unamanged teams and no new ones.
