Agree, put relievers at 20 batters, thus 4-5 inn. max. Additionally if a reliever never started, they shouldn't recover at the 175% pace, keep it at 100%.

I haven't seen enough data yet on whether the downgrade is enough. By the way, what is enough, 10%, 20%? 30%?
