I believe if a reliever hasn't started during the regular season, he shouldn't get any additional BFA's or increased recovery. Why change their makeup for a start if they never started during the season?

If this change was made, I think starting the relievers would be a much less attractive option than it is now. They would have to try and last 4 innings with a BFA of 6 or 7; or give up 4 runs before they can be removed.
