I know I'd volunteer in a league I didn't have a team. I also think your correct as far as not initiating trades. What that commish could do is what Mike has done on a few occaations put the needs up on the BB and let the other owners give their suggestions. There is one major problem. Mike would have to devise 30 different passwords for 30 different leagues. I also would not be in favor deleting any leagues. People have worked hard on their tweams in these leagues and all leagues should stay as is.
