It is up to the game to enforce these things
Peer pressure enforcement only rewards those who don't care. Worn Out: Once a player reaches his maximum allowable plate appearances or a pitcher reaches his maximum allowable innings, that player or pitcher will be marked WORN OUT. This means that if the player is used, he will be much less effective (More than Very overused) and susceptible to injury. Worn Out players are automatically farmed before a series starts by the system so you will not be able to use such a player past the series in which he became worn out.
As long as the game allows it, it is ok. Mike Bravard makes the rules, not us.
Using a WORN OUT player is the same as using A-Rod at SS all season when he only played 1 inning there. I don't think it ought to be allowed, but I don't make the rules and if I had A-Rod, I'd play him at SS.
The manual states clearly it is ok to use a WORN OUT player:
It doesn't say you can't use him, in fact it says: "If a player is used..."
I don't agree with the rule, but to try to use peer pressure to make vigilante rules is not a good idea.
As the above manual quote suggests, I think the game won't allow you to put a worn-out player on your roster, even at home; but after a game or 2 of the series a player may become worn out. Usually those guys come down with injuries very quickly in my experience. Sometimes it seems they trip on the way out to the batters box...
Hey - just for general interest - another REALLY absurd thing is that you can pinch hit with a DID NOT PLAY player if you put him on your active roster. This one I do think is NOT intended to be allowed but a program bug and I don't suggest it be done - even by guys who are tanking.
