I didn't take the time to look at every trade made by every team. But over the life of the league Arizona has made 11 trades and Atchison has made 14 trades. They have made 3 trades between each other between June 1999 and August 1999. Over that span Arizona made a total of 4 trades and Atchison made a total of 7 trades. I have my opinions on which side benefited in each trade. But each one looks at least semi-reasonable.
I really don't see evidence to support the claim that Atchison is acting as Arizona's farm team. Instead what I see is one team is in last place building for the future and another team that is in first place stocking up for now.

If there is proof of something shady then I sure don't see it.
