Collusion
My philosophy on this subject:
Trade anyone to anybody you want, just make sure that something of relatively equal value is traded. And the commish looks after that part anyway. A team has only so many resources, and to acquire help for the present should cost either present or future help. And present is always worth more.
I would have a problem with these "dup" teams, but since teams making trades have to give value for value, to get approval, they really wouldn't work very easily.
I think managers tend to be TOO suspicious, since many deals are made from need, and many players are favorites, so their prices aren't always predictable.
So, everyone lighten up a bit.
