That's not a bad trade offer.
I'd give serious consideration to accepting that trade. Suppan is a solid Starter, full-time, with a solid ERA.
I also agree that rookie picks are sometimes overvalued, but you would be unlikely to get the same degree of value in 2006 as Suppan and Ramirez.
The rookie pick MIGHT pan out in the future...not a sure thing.
So, it's not a bad offer, in my opinion...but if you don't like it, then pass.
