As some other posters have expressed...it is not an offer that is out of line. Besides, why make the offer an issue in the first place? Everyone has differing perspectives on players and values. If you don't care for the offer, how about politely sending a message to the offering manager as to your assessment and why you feel it is inadequate. The offer could possibly then be re-worked more to your satisfaction. Or just reject the offer outright and move on. By why complain about any offer received? At a minimum, it is a starting point of discussion.
