The answer to your question...Is this trade offer offensive?...is no. Obviously, it wasn't what you were looking for. I tend to view offers as just that, an offer, wholly expecting some negotiation to follow. If the deal looks too far apart at the outset...simply decline and perhaps make a counter offer. Try working with them and explain further exactly what you need and maybe something can be hammered out. There is no point in trying to belittle someone based on one bad offer. Go back, check his roster, pick out the starter you want and make a counter offer.
