I have not followed replies or discussion of this so I may repeat what somebody else has brought up already.

Given that it is very time-consuming for the commissioner to handle all incoming trade proposals for UNM teams, it might be a good idea to de-centralise this decision. Interested and proven managers could "adopt" UNM teams in other leagues. It would only take a bit of time to get familiar with the particular situation of an UNM team and then its trade decisions could be assessed efficiently. Accepted trades would still have to go through commish for approval. Other actions like playing or line up changes are not possible for the step-manager.
