If I read the rules correctly than the CAP is not enforced until the end of the Rookie draft when the rosters must be cut to 27. Also from reading a prior bulletin the parks and final PB numbers are not going to be run until around 4PM CST on the 21st which is propably after the 1st round of the draft has happened. Taking both of these things into account I don't see where it should create a major problem by not knowing the CAP numbers early. Only a few teams should be affected, possibly on of mine, and those teams should have done something about the problem earlier.
