I just got through looking at all of the owned teams in the 7 20 team leagues that I am in. Only 2 of the teams that could be in CAP trouble have cut their rosters to 27, all the others have from 29-36 players on their rosters. Unless the CAP of 109 goes up the 2 teams that I mentioned are going to have to cut players, one is at 111.7 with 25 players and the other is at 116.5 with 27 players.

Regarding Rookie picks if you have more than 27 players on your roster before the draft and are in CAP problems I don't see how the PB value of your draft choices makes any difference. You still have to cut to 27 players after the draft.
