That comment was directed at the anonymous posters, not you.

If you're over the Cap with 27 players and you have all your rookie picks the thinking is:

1) I'll keep the 1, maybe the 2 and definitely cut the 3-5 round picks.

2) I know who I'll cut to get down to 25 or 26 (depending on if I keep the 2nd rookie pick) and what their PB value is.

3) Therefore I know what the maximum PB value the rookie pick(s) can have.

It's a seperate issue from the competitive balance issue. People are willing to cut their PB value; is it unreasonable to tell people the number they need to be under?
