I agree with you that it is wrong that the CAP numbers have not been announced yet. While this has been a very unusual off season it still would have been nice to have the numbers available by now.
What I have been trying to convey is that most teams that could be in CAP trouble are not even close to the 27 player limit yet and that is the only time that the CAP numbers apply.
