An idea...
First of all, these monthlies have a purpose in real time and are necessary. The nature of Real Time play is risk. Guys get hurt and need to be replaced. Also, we want to play with all the players, not missing guys with 200 PA. The problem comes when the waiver draft includes future stars, which always go to the same bottomfeeding teams.
My solution would be this: Teams claiming a player (or more than one, since after round 1 it's not a concern) automatically drop to the bottom of the next month's draft. A team that skips a month moves toward the top ahead of those who make a pick. This way the bottom team still starts out at the top, but after acquiring a good player, will not get one again the next month.
