I'm already close, so completing the steps you suggested won't be hard. I hav cut the affected teams to around 23 or 24 and can cut the remainder.

Part of my frustration is with people who seem to think their situations are unique, especially since many of them are only very recently trying to do any trading to get under the cap and still get value. Granted, that process would go better if more teams were actively managed. Sometimes the problem isn't as much the unmanaged teams as the under-managed teams in our leagues who don't reply to trade talk or offers.
