Eliminate PA and IP requirements

I think the way to keep the current draft order (which is fair)and monthly schedule (which is needed due to injuries) but still make it a matter of skill to draft would be to eliminate the delay in players being put into the draft by requiring the 150 PAs and 50 IP. Instead any player who gets an AB or IP is available. And I'd eliminate the year-end rookie draft altogether, as there would be no accumulation of players to fill it anyway.

Right now, a rookie performing well is a no brainer selection, and with the PB values calculated for you they get thrown to the top of the list. The thing is that some managers would be willing to take a guy early even without having proven himself if they followed team prospects. That's takes more skill, and allows even teams picking low to have a chance to get someone they like that others missed. It is also alot more "Real Time" to pick someone without having assured numbers for the beginning.

So in short I don't think the problem is the way the draft is ordered, its that players are left off until they have the numbers to make the picking easy. Let every player into the pool, and picking early isn't as simple if you have to balance potential vs performance more overtly.
