Every year we get complaints about the powerhouse teams being too strong, and while can disagree about the extent of the problem, I think most would agree it's a valid issue.

While it's easy to complain about it, the question has always been what do you propose to do about it? Maybe there is a greatbig idea out there or maybe it's a series of small tweaks, I don't know. Under the small tweak idea I'll toss this out:

The 8 lottery teams in each league can keep 30 players on cut down day. It's not perfect because some of those teams may have already bulked up for the current year but I'd rather draw the line on last years results than this years PB value because PB value is an erratic expression of the true strength of a team.

Certainly not going to close the gap on it's own but it might help. Anyone else have any constructive, implementable ideas?
