Good suggestion - hurts none - helps some

I like this type of suggestion because it doesn't penalize mangers who have developed good teams. Perpetual leagues are fun partly because of the continuity and chance to build a dynasty. This doesn't penalize those who are succesful, just helps those who haven't been.

Another tweak suggestion:

I think the main problem with the current situation is the turnover in management of the poorer teams.

Perhaps someone takes over a poor franchise, develops a strategy for rebuilding, then gives up and leaves in 2 years. The next person takes over - develops a different strategy - then gives up and leaves in 2 years.

What is needed is a boost the 1st year someone takes over a franchise. My suggestion FOR TRAD LEAGUES ONLY is:

Once the FA draft is over, give new owners the opportunity to offer to swap any of their roster players for anyone still in the FA draft pool - guys that didn't make anyones roster.

Make this draft occur after 2 months of the regular MLB season so they will have a general idea of the next years performance. Say after game 50 of the PB season.

This again doesn't hurt anyone but could help new owners see a light at the end of the tunnel. Now they can see a chance for an improved team that 2nd year.

Owners taking over strong franchises may not need the help but the value of helping convince owners to stay with their teams is worth the downside.
