How about the losing teams having owners that study the talent pool, have to make good long-term choices, and develop their team over time to be consistent contenders?

I have taken losing teams, and built them into consistent winners. It takes 2-4 years to do it, depending on how low the team was when acquired. Some feel that they don't want to commit 2-4 years to build a team...then this is not the hobby for them.

There is no need to reward losing teams any more than the current system...in my opinion.
