I agree with Gary P and Anthony. To coddle poorly managed teams with both high Rookie AND FA drafts by rule...would be grossly unfair to managers who "do their homework" and thereby are actively involved with their teams. I would be very displeased if I had a good team (built over the years with good draft picks, trading and information assessment) and KNEW that not only would I be drafting low in the Rookie Draft but ALSO the FA draft. Of course, drafting low in the FA draft could still happen with the random number assignment but, then again, I could luck out with a high pick. I feel this possibility should remain viable for me to look forward to draft time.
