If losing teams keep xtra players good teams are hurt. Each team keeping 2-3 players means 16-24 less players to draft.

The big problem occurs with running the FA draft as some teams would have less than 8 picks while others would have more.

If a change is made it should be a basic change thats easy admin wise to handle.
