Its only one player and still based on lotto system. So what if tanking happens, the cream still rises to the top. I rebuild about one team every couple years. I dump any good players that are over 32 for picks and prospects. No need to tank as the team naturally finishes in the bottom 5. Then its luck with the lotto.
Same thing would happen with the FA draft. It would still be based off the lotto. Plus its only a one player advantage the losing teams get. The second round would remain reverse order. Its a very easy change for Mike to make, requiring no additional effort.
An added bonus is that if your pretty even with another team all the time luck won't play the same factor as before when your oppenent picked up a top 3 pick and which resulted in a good #3 starter. Your closest competitors from year to year will end up with picks near yours.
I know I've ended up with a top pick before and it can give an unfair advantage at times. Trading of FA picks would also be easier to evaluate as you would know approx. what pick its going to be.
