Revenues
David, I think the revenue model idea Mike is referring to is something along the line of giving the teams with the best records a better weighted chance in the FA draft, on the premise that their success would lead to more revenue taken in and therefore more money to spend on free agents.
This would discourage tanking while still giving the bad teams a chance to get first crack at the best rookies, which is usually the best way for a down team to rebuild. It would also mean that the FA picks of a bad team would be of less value, so that if a bad team wants to rebuild through trading that pick they'll be better off winning a little.
I think it would help the tanking problem a little and be more realistic as well.
