I was in a similar situation and I was informed that at this time founders are being put on a wait list. I was told this policy is only in force during the time period when they cannot create new perpetual leagues. So I would imagine that if you are a founder your request will be met as soon as they start opening up the new 2000 perpetual leagues. I was also told that sometimes Mike goes ahead and approves a founder to get a team if there are special circumstances (which is how I finally got mine).

If you aren't a founder then I have no clue why you didn't get teams.
