I see nothing wrong with the current cap.
The current caps affect only the truly elite teams.
And for the record I have seen plenty of teams with a PB value of 70-80 finish last (of course that was a 35 player total not a 27 player total).
This is an obvious case of it isn't broke so don't fix it.
