An April 4th draft is better only because teams can prepare for an April 4th Draft with trades of their rookie draft picks. An April 18th draft will make it near impossible to know what players will be available for the rookie draft and teams will be scrambling at the deadline to add whatever players that just had their debut. We have monthly drafts and those rookies that don't make the rookie draft will be available then so there is no need to push the rookie draft back to the 18th.
