I think you are mis-interpreting the draft rule. If not, then Mark must be confused because he specifically stated that there would be more rookies available if the draft was held later in his annoucement.

"When would you like the rookie draft and free agent drafts to be run? Keep in mind that the earliest we will start the season is May 4 (other possibility is May 11) and that all existing RT leagues will start at the same time. The Free Agent Draft is always run exactly one week after the Rookie Draft. The choices for the rookie draft are April 4, April 11, or April 18. The longer before the season starts it is held, the more time for trading. The later is it run, the more rookies will be available. Please discuss your preferences in Forums/Discussion!"
