The way the draft snakes from first round to next is supposed to offset a particular team getting the first pick overall by not picking again for thirty-eight picks. Nevertheless, the FA draft shouldn't be used for rebuilding. That's what the rookie draft is for. As to any team using the argument that their team's low PB rating would free up money for them to sign a top player seems a bit off. Does anyone actually think Clemens or one of his calibre would sign with the Twins, who would have a low PB rating? The argument does not stand. Rather let the chips fall where they may. A team that is contending will go after guys that fill holes, whereas a rebuilding team can still pick up the prospects that have discarded or are coming through unexpectedly this year, which no other team owns. In any given league one can see prospects that one wishes one could pick up before anyone else does. Teams can go after them and leave us the thirty-something "Jahas."
