It is not accurate to say that we have never checked. We ran queries on roster size several times last seaosn and asked all managers via bulletin to cut to 35 on several occasions, but for the most part, the request to comply to the rules was ignored by many.

On the other note, perhaps a "hard cap" of 40 players could be part of this rule change, but again, the enforcement of it would be difficult.
