REMINDER: A monthly waiver like draft in TRAD leagues would always be confined to players with no spring FA value. The last thing we want to do is kill the spring FA draft in TRAD leagues.

At the present time we provide INN players with no perceived future value to TRAD teams through TECH in exchange for a player CUT. That system would still be in force to help teams short of PA or IP to finish the season.
