Manual states the following qualification for the spring rookie draft.

"It includes any player who has made his first "major league" appearance in the most recent "major league" season."

In a RT league is that the current season (2000), or up until the end of last season (1999).

I thought that players who have appeared in games this season would be included in the draft. If that is the case then I don't think that the current rookie lists are complete yet.
