All PB perpetual leagues force a cut to 27 after the rookie draft.

The FA draft has 8 rounds and everyone starts the season with exactly 35 players because we enforce trades with equal numbers of FA picks traded---therefore everyone ends up with 8 FA picks.

The reason we do it this way is that it makes the FA picks valauble for trading and makes the draft more important.
