PB15 is a traditional league. In traditional leagues, all players perform based on the previous year stats. So, yes you are looking at 1999 stats.

Only real-time leagues are using 2000 stats in this PB season.

If you look at the roster from one of the RT leagues and pull up the card for any player you will see the difference.
