New Game Reset Policy Misguided?

I think that having honest owners forfeit games isn't a good policy whether it's 5 or 105 games a week -- especially championship games. 10 out of 2000 games is too much. That means that 10 owners/ paying customers are frustrated and disappointed every week. With computers being generally unstable (Leo LaPort on ZDTV says that a crash a day isn't abnormal) and the fact that systems are varied and constantly changing this number could easily go up.
How big is this cheating problem? I personally don't believe I have been in a league with someone who has been cheating. Are 10 disappointed owners a week worth stopping 1 or 2 or 3 cheaters. And will this really stop cheating. I'm not a programmer, but it seems generally accepted that there isn't a system that can't be hacked. If company's like Blizzard with all their resources can't stop hackers how can PB? At most this is a delaying tactic.
I think the cost is too great for the limited benefits. There must be some other way to slow or stop cheating. Cheater must have been identified for this to become an issue. Why can't they continue to be found and barred from the game? With years and years of data on how this sim models players wouldn't it be possible to identify owners that consistently break the norms beyond what luck or good managing could account for? Maybe the data files that the hacker would have changed could be uploaded with the game results thus providing proof? Also, how many owners have a problem with being online when playing? I would think that more and more of us would have unlimited access.
