Tim Alt had it right in below guess. Like APBA, PB does not declare TIREDNESS or enable the performance reductions until BASERUNNER(S) trigger the event. The notion is that even past his BFA limit a pitcher won't feel the effects of TIREDNESS as long as he's MOWING them down.

ALSO: The ROBOT-managed team has no advantage whatsoever at this time (could garner a slim one if we add warming up relievers or direct base runing decision making to the SIM) and the ROBOT is in fact at a large disadvantage to HUMAN reasoned managers who can handle far more concepts in their brains... but are also prone to make a mistake occasionally.
