Patrick, I had similar trouble last week.  Technichal helped me try to solve the problem, but not much helped.  I was using Internet Explore 4.0  They suggested I download the newer version(IE4.01)from the microsoft homepage(microsoft.com).  With a 56k modem it took 2.5 hours to download and install.  If you decide to try this, be sure to install PB23 again.  Hope this helps.
