Playoff Usage ???

Now that the playoffs are over this may be a good time to question whether the playoff usage rules can be improved. Currently a starting pitcher needs to have 20 IP in the previous season in order to be eligible for the PB playoffs.
This means that a pitcher who barely pitched can start in the playoffs and effect the playoff outcome. Would a higher IP total requirement be better ? Would 50 Ip be better ?
The 20 IP supposes that this pitcher would get the start in a big game. There seem to be two situations : an established pitcher who was hurt almost the entire season or a young pitcher with virtually no MLB experience. In the first case, that pitcher might get the ball in the playoffs, but would he be healthy ? It seems that if a pitcher threw 1/10th of a season his being ready at playoff time would be chancy at best. Maybe there should be a one-in-twenty chance of his being ready, with a random dice-roll at the start of the playoffs. (This would still give people a chance to trade for this kind of pitcher, but to pay less for the uncertain outcome).
