They keep the FA draft order unknown until after trading is suspended for one reason.......to keep at least 1 thing random and up for grabs and a total mystery. I sort of like that idea and it actually creates more trading because teams want to collect more FA1's for the chance of being near the top. If the FA order was known beforehand, it would probably stimulate less trading activity because the owners that would hold low end FA1 picks would not get the offers that they do when it is random.
