I don't know if the commish does this or not, but he should keep track of which managers accumulate the most vetoed trades. Especially if the manager is on the winning side of the vetoed trade.
It means either the guy is a shark and just ripping off inexperienced managers, or it could be an indicator for collusion. If a manager accumulates a lot of vetoed trades over a period of time, it's worthy of investigation.
This might seem a little harsh, but if you're getting a lot of vetoed trades, then you're not trading fairly IMO. You know when you're ripping somebody off.
It would have to be a lot and often, but if the commish is constantly forced to veto trades from the same guy, then perhaps he doesn't belong in PB.
