If its a crummy team that noone else wants then its easier to get. This is how I have gotten several of my teams.

If its a team that is good and/or in demand then there is a priority ordering scheme which depends on a variety of factors.

Sometimes I think its a matter of squeaky wheel gets the oil.

Sometimes, especially with struggling franchises you will see that they try to assign them (when possible) to people they feel confident can revive them (based on past experience). For example Dwight owns several teams. What I have seen happen over the past couple of years is Dwight will take over a team, build it up to where it can contend and then drop it so that someone else can pick it up. Then he gets other teams and repeats the process.
