Most of the information you seek is listed in the game manual. It's fairly detailed and can answer many questions for you. If it's not listed in the manual, then I'm 99.9% sure it's been discussed on this message board. This forum has over 3yrs of discussions on it. If it were a real problem or a bug, it would have been discussed before. Just hit control-F to "find" a term on the page and see if it's been discussed before.
Now, from your previous posts, I know that you are involved in a real time league. I have 4 trade teams, and no RT teams, but I'm fairly sure they use the same or similar principle when it comes to injuries and overusage. Tollberg has 42 games of injury, so he doesn't have the same usage rules as someone who is uninjured.

An injured player/pitcher who has over 15 games outstanding in his injury number is treated like all players before game 32. In other words, he can be worn-out but not overused. The reason is: He is suseptible to injury and it would be double jeopardy if he also had to live by the same usage rules as healthy players live by. Example: If you had a player who was injured 95 games and could get overused like any other player, it would be difficult if not impossible to get his full allotment of PA or IP before the injury hit and ended his season.
