Since 97 was PB's second year, many owners were still getting used to the system. I think a lot of the things done to maximize a teams wins (by the owner) may not have been done back then. We were all just learning. I would hope that PB is constantly tinkering with the system to keep making it better & keeping it current, plus it keeps a lot of owners on their toes, which is good.
