Based on my experience the last two years I would look for the rookie draft order to be posted sometime between about Jan 1 and Jan 10. The last two years I think it was posted the first week of January so the fact it is not yet posted should not be cause for alarm.

As for the draft lists I don't know. I know that two years ago they were available in October or before; however, I do not remember when they were available last year.
