Even when they went first ....

I've had 2 strange situations this offseason:
1) A GM offered a list of young pitchers with mediocre stats for 2001 but upside potential and advertised for a proven starter. I offered him Chan Ho Park for 2 of them and he didn't respond. It took weeks to get a no thanks response. Did he think that I'd trade a proven top-of-the-rotation starter for 1 potential starter even up ? His post made it seem like he was looking for a 2-for-1 trade; if he doesn't like Park he should just say so.

2) I'm offering Manny Ramirez and received a message saying that the GM had some young pitchers and draft picks. I sent a trade for 1 of the pitchers and both the picks (4 & 6 in the league before the lottery) along with the #23 pick. Nothing, radio silence. After many messages I again got a terse no .

I'm responding to their offers and they can't bother to reply quickly or negotiate ? What gives ? If they changed their minds, just say so and move on !
